Dynamic Predictables is expecting February 2009 temperature to be consistently cool from west of a line from
Texas to Minnesota. The Southern Plains to the Ohio valley and into the Great Lakes will be near seasonal averages. Warmer temperatures are expected up the Appalachians to the eastern Seaboard.
February 2009 precipitation will be Near Average west and east. Heavier than usual moisture is expected across
the Northern Plains and thru the Corn Belt then southward across the Middle and Southern Mississippi valley.
